Should I get Bilt or Citi in Sep 2025

Current set up: C1 VX, CFF and CSP. While browsing award ticket options, I realized I could use another card that allows mileage transfer to Alaska (Bilt) or AA (Citi).

I lean towards Bilt, but given the upcoming changes next year, should I wait for the announcement (which is supposed to be early fall)? Also my rent isn't a lot so without SUB it'll take a while to organically accumulate enough points to redeem a business class ticket. The new announcement will introduced cards with AF so probably also a SUB; but if I get Bilt now, will I have the option to upgrade to an AF tier and snatch some SUB?

In the Citi family, do people recommend Strata or Strata Premier? Not considering Elite since the difference doesn't make up the AF, but let me know if you believe otherwise. Thanks!
