Any way to recurl the octopus tentacles?

I have a large Odell and Inky octopus (both second hand). Odell is perfect, legs are curled up and bounce back when you pull them down, but Inky’s just.. hang there? There’s no tension in his legs apart from a couple at the top.

I’m not sure how they exactly curl up and stay there and if it’s even possible to recurl their legs but he looks so weird 😭
