Any advice on the new update?

I have run heavy gunner build since this game came out because it is my natural playstyle for Fallout. However this update seems to have made Heavy gunner builds useless and I just don't understand how they justify this. Heavy guns are meant to do Heavy damage no matter how many bullets you fire. Vats is ruined too. Honestly I feel like they are punishing Heavy gunner builds for no reason. This new update seriously has me debating putting this game down for good. Is anyone else having this problem?
