NYC Adoption Unsealing?

My father and his siblings are all deceased. Two of his siblings were fraternal twins who were adopted. Neither twin ever married or had children, so they have no heirs or descendants. Is it possible at all to see their original birth certificates and see where they came from? I am not a direct descendant, but I am their closest living relative.
