Slum Lords

So, I've noticed that slum lords aren't just for residential properties. I've been looking into undeveloped land in my town and noticed a trend where larger companies own these parcels but don't maintain them and are unwilling to sell them back to the city, a new developer, or to residents. I have been told it's because they don't want to deal with it, and it's easier just to pay the taxes than to go through the trouble of selling off properties they no longer need. What can we even do about this?
