Really need movies with the vibe of "Videodrome"

• 70s-90s
• Really really Blue
• Cool, trippy, dreamy, surreal
• Obscure or very unique premise
• Set in a city

Doesn't have to necessarily have the Sci-fi or technology aspect that "Videodrome" but i really need a film that fits the description above since I loved Videodrome.
