is it okay if my personal statement is really unbalanced

I'm applying for Chem MEng at Imperial, Cambridge, Bath, Birmingham and this is what my current projected character count is looking like for each section :

Section 1 - 1400 characters Section 2 - 400 characters Section 3 - 2200 characters

I was wondering if this was an issue, as i'm not really sure what the purpose of section 2 even is, it just seems a bit non-personal.
