Fishing for Catfish in Willamette river

Has anyone had any luck fishing for catfish in the Willamette? I was paddle boarding yesterday and could have sworn I saw a few grey/black looking catfish swimming by (there is a chance they were carp as well). They looked to be a foot or two long. From what I see there aren’t any limits/regulations on these as long as you have a fishing license and abide by geographic bait vs artificial lure rules? I have only ever fished for stocked trout before so this is all a bit new to me. Anyone have any tips/tricks? If I am successful I will definitely report back.
