If a salon makes their employee ignore regulations, would the employee be fined, or the workplace?

Location: Nova Scotia, Canada

A friend of mine was recently hired at a salon, which has been nothing short of shady.

The things I’m most concerned about right now is that his employers make him give hot stone massages to clients without being trained or licensed for it, and the salon also doesn’t display his hair license anywhere, which is against CANS regulations.

If they were reported for their violations, would my friend be fined too, or just their boss?
