Can you get personal storage at the digger plot?

Been playing for about a week. Getting Into the willows and I noticed the digger plot won't let me dump stuff in my personal storage. Do I have to level this base up like the other to gain access to it? Not alot of info online other then "yea every safehouse has access to personal storage".
