Should I give up already?

I lost my iPhone in Megamall last August 19. I have all the docs I need, I have also changed my sim and had troubles accessing icloud so I had to wait 11 days to have my icloud reactivated. I have reported the incident to the mall admin (slow response; went there twice to follow up only to find out hindi naendorse IR and concerns ko). Tinnry ko sya kanina sa Find My device but nakalagay is "OFFLINE". Should I give up on finding the iPhone? Is there anyway to get it back? I feel frustrated kasi wala pa one month yung phone sakin - birthday gift ko for myself :(
