Enwin requesting water meter access and replacement?

I got a letter about my water meter (3 years old) needing a replacement part as part of preventative maintenance.

I've read and heard from others they received this, did the replacement and their bill went up. I was wondering if anyone else got this, did the replacement and saw a change in their water bill.
