Internship Question (Shadowing)

Hello! This question is intended for staff, not for vets, before I start so I don't waste anyone's time here. My fiancé started an internship for her masters in case management at the VA yesterday, and was sent home early while she was shadowing someone. All she was told was that HR has not approved shadowing. She was shadowing a case manager who works full time at the VA. She had no heads up and it happened pretty abruptly, so she is not sure what this means. Is there a VA policy against shadowing, or does she need HR to complete creds for her so she can do it? It understand no one here has the complete picture so these will be educated guesses which is fine, thanks for all your time!
