Kia Canada Dealership Fees

My dealership is charging 900 for car locating (finding the car for me - brand new 2025 Kia Niro EV), wheel locks, management fee, etc. I asked for any waive/discount he says no and that it is mandstory like OMVIC? Theres about 2k difference online vs dealership. Is this the norm?
