Can't access DIA

When prompted to accept the designated investment agreement there is no link and when I click the link provided in the ask questions prompt there is an xml error and it says access denied for the dia?? I'm in Rhode Island and I'm trying to simply buy some FBTC within my basket, my account is at most aggressive and there seems to be no way to agree to the DIA??
