Has there always been an Electronics Limit?

I'm going back through one of my shelters to play around with the new shelters mechanic and noticed that I cant place down anymore of the Modular Mainframe items. There is a limit now, 30/30. I know there was a limit on lights, but this is separated from that. I'm wondering if this was implemented with the update or if it's been around? Was really looking forward to making a big server in my Enclave bunker im making.
