Where are these scenes from?

To be honest, this is one of those cases where i remember catching part of the movie and I only have 2 scenes that i remember:

1.- There's a guy (i believe main character) on a date with a woman playing a carnival throwing game, wanting to win a plush. The guy wins but the person attending the game says he crossed the line so it doesn't count. They start to argue about it until the game attendant starts insinsting by rudely poking the guy on the chest saying "you. Crossed. The. Line" (or something similar) then the guy grabs the attendants finger and bends it backwards.

2.- The main guy spots a guy who wronged him and/or has information he wants (i believe i remember this new guy as someone slim, with a trenchcoat and a hat) the guy chases him and tries to get information from him (they are under the sewer by this point). In order to get him talking he shoves him upwards through a manhole in the middle of the upcoming traffick, the scene ends with that person seeing a trucks wheel coming towards him and a cut while you hear the splat (implying that he was run over).

I really don't remember any actors, i think that theres a plotline about the main guy recovering from having his face disfigured or something like that (potentially miss remembering and has nothing to do with the movie). And this movie could not be older than 1980 and not newer than 2009 (i know its a huge time gap, im sorry).

This is my first post but its been on my mind for YEARS.
