Is it normal to expect medical students to be in 9am to 5pm Monday to Friday?

Consultant I work with says she wants all of her students on the wards 9am to 5pm every weekday, no exceptions, not even if they've worked hard and have got all their sign offs, not even if they have to go to work or leave a bit earlier to colldct their kids or something. I've never seen this before tbh. There's a constant crowd of bored medical students on the ward who often have nothing to do because nobody is free to teach them all the time, and they can't study because the ward is too busy/crowded/noisy
