what is this instrument/sound?

I listened to Havana daydreamin by jimmy buffet and on the chorus there was this wierd whooshing sound. like an owl or something. i heard it at 0:52 and pretty much all of the other choruses throughout the song. it does it the most at the end, 3:14 and on. it also happens in "you are the one" by firefall as well. it's a little less recognizable. does anyone know what it is?
