Need help Hardwiring Dash Cam

For some reason, every fuse i pull out and test with my multimeter has constant 12v power even when the car is off. I’ve unplugged the rear window fuse and i still get 12v on it. My dash cam has a ACC cable for Accessory powered only when on and an VCC cable for constant power. Even if i plug my ACC to the window fuse and turn on the car my dash cam won’t turn on. I have to have both plug connected to the fuse box for it to turn on and no matter which fuse i use the camera stays on.
