Village of Parks water billing is a joke

Anyone have any experience with getting abnormal bills from these fools?

Water bill averaged $28.60 per month over a 35 month period, which also considers increased rates. Last 4 bills have been over $165. Plumber air tested the lines on my manufactured home and found no sign of leaks as the pressure held steady. Toilets not leaking and no water lines or faucets are leaking.
