iCloud storage

Hi all! I need help please. It must be a question that has been asked a lot of times, but my iPhone is lacking storage. Yet, I’m paying for iCloud extra storage; I thought all my photos and stuff were stored on iCloud+ as I’m paying 2TO but apparently not.

I went to apple and what they were telling was kind of confusing.

Can anyone here help me?
