Raising Caines offers keep hurting AR

I'm Platnium and actually try to keep it. It helps in my area. I've been silver and Gold for stretches of time and my wife is usually Gold, the offers are noticeably better having Plat. I have cash deliveries turned off because people suck and way too often the customer doesn't have cash, they only have part of the orders worth, or it's EXACT change and not worth the hassle in my area. Why is Raising Caines constantly being sent?!? I've had 8 offers so far today and 3 of the last 5 were for there. I had to pause and go to a different town near by to make it stop. Why even have the option to turn off cash on delivery if they don't care and just keep sending cash offers anyway?
