The Harpoon Feels Inconsistent

I've been loving the game so far and I love the idea of the harpoon, but actually using it, I'm noticing a very annoying window where it doesn't go off when pressing the shortcut, is anyone else having this issue? It's like right after the top of the jump, also when jumping off the rings, it's an even bigger window... Like I get there being some windows where it can't be used, but the way these work doesn't feel smooth at all and has killed me a few times already
