Is Packie McReary still spawning in GTA Online?

I’ve been trying to get Packie McReary as a gunman for the Casino Heist but I just can’t get his event to spawn. I looked up all the guides and checked every spot people mention.

I even drove around the Cash Factory in Sandy Shores for a while, nothing. Spent time at the Vineyard too, just waiting and wasting time, still nothing.

So I’m wondering, is there an issue with this event right now? Did Rockstar disable it again, or is it just insanely rare? Has anyone actually unlocked Packie recently, and if so, which session type and location did it happen for you?

Would be great to hear if it’s still working or if I’m just chasing a dead event.
