Pull ups help

Help!

My daughter has transitioned to pull-ups / training pants. Daycare requires they be refastenable / have velcro on the sides (so sort of like a diaper). This really limits our options. Additionally, my daughter has pretty sensitive skin. After a week in the Huggies Pull Up brand "skin essentials" line she is itchy and red down there.

We have been using Millie Moon diapers, but their pull ups are the tear off kind :/

Are there any other refastenable pull ups for sensitive skin besides Coterie, or is that our only option? If it is, fine, but they are SO expensive. Millie Moon diapers in her current size were about 45 cents per diaper, Coterie would almost double that at being about 80 centers per pull up!

Obviously we'd like to move to underwear as soon as possible, and she's just about fully potty trained for peeing during the day but not for poop yet and I'm not going to have daycare change multiple poopy pairs of underwear a day.
