Electrical Permits

I'm buying a house in Seattle that comes with a 240V 14-50 EV outlet already installed/wired and working in the garage. I suppose I could just leave it alone but I do like the EV charger I have right now.

I have a fair amount of electrical work experience - not to the level of a professional electrician of course - but enough to know how to disconnect the outlet and hook up the wall mount charger and do so safely and competently.

Would I still need permits since the wiring has already been done? Or since I'm removing the physical outlet and replacing the charger, would that need a new permit?
