What steps should be taken?

Disclaimer, I'm helping my partner apply to and figure out his college applications, this isnt about me!!

He is currently finishing his senior year in Jordan (in the Middle East, his family had to go for personal reasons) and he's a great student--unweighted gpa is a 4.0, all his AP scores are 4/5, his SAT score was high--and he wants to go to school in New York. BUT he needs scholarships...a full ride would be amazing too. What are some good scholarship programs he could apply for? And how good are his chances of receiving scholarships from the schools themselves?

My second query...He doesn't want to go to Europe, but his family is thinking about putting him in a college there because they're cheaper and he could get scholarships. Is this true?

I'm already in college, I know the stress so i've been trying to help him out. I'd really like some more outside insight and advice, any is appreciated!!
