Can someone still be a good person if they don’t act on intention?

I don’t know I was just thinking about it because I saw those dudes struggling with their car and I was about to go over to help but then I saw they had a battery already and I’m shy so like… I couldn’t bring myself to intervene, again I think they got it tho..

Another time this woman came over to me at work and was with her two toddlers, apparently her car broke down and she was stranded at the college and her man wasn’t gonna help her+ no cell service.. I was about to offer my car battery but I didn’t know when to interject. Though, she said it was the engine not the battery so even if I did ask it would be pointless. My boss came in before I could really react and let her use the phone to call the towing people.
