tips for layering skincare before makeup?

hi guys! as the title says, i (29F) need some advice on layering. i've been doing makeup for a while but the layer bit is a hit or miss most of the time.

i live in india where it's hot and humid all year round , especially in the city I'm currently living in. and i have combination skin with a super oily t-zone.

my usual steps are : wash face > toner > moisturizer > sunscreen > foundation

i generally skip the primer when doing regular makeup but when i do apply priner over the sunscreen, everything starts pilling? instead if i use a moisturizing primer over sunscreen, it seems ine, but feels to heavy. other primers, especially the grippy or the pore filler ones, always start balling up after a while , about 20-30 minutes.

not sure what I'm doing wrong or if i should skip some steps? i try to let each layer dry for about a minute or 2 under a fan, but that too doesn't seem to work.
