Help with Serena and multi-talented cooldown

I understand you have to use a dimension skill before pressing 4 in order to get the cooldown. So in theory, if I press her 1, but then press 3 prior to pressing 4, I should get the cooldown right? Somehow 50% of the time when I do this, it fails and I get a 30s cooldown. Not sure what I'm doing wrong.
