Do we know how safe from griefers we can expect to be after jumping servers?

It's possible that none of my questions have an answer because we don't know yet, but in case we do, I'ma ask.

Do we know how anonymous and safe the server transfers will be? I've seen whales talk up ”kill squads” that will track down and go burn anyone that jumps ship.

I'm leaving my doomed server no matter what, I'd be too disgusted to keep playing on it, but I'm wondering if the dickheads will have tools to follow. Like, having to individually make an account on another server and check for the player ID obsessively is one thing (which I wouldn't put it past them). But that would still be sufficiently insane that I would enjoy knowing they put all that work in.

Also, whether transfers will only be available during this event, however long it lasts. That's what I understood from the update notes, but maybe I got that wrong. If transfers aren't always on, how would they even make these kill squads go after us? Start over on the new server, grow up a hit squad on there? That would also be moderately insane.
