Chennai VFS and Consulate fkd me!!. My passport is lost. HELP ME!

I attended my appointment on 23rd July at Chennai VFS and I got refund of my visa fee at August 13(no reasons were provided). Then I contacted Consulate they said wait for an email(which I never received) then again I called them a week later they said my application is not there and asked me to contact VFS.

On the other hand VFS said my passport and application is indeed in Chennai Consulate and asked me to contact consulate, after that I can't reach the consulate until today, I reached consulate again they said the same thing that my application is not in their system and they didn't have it. AGAIN they asked me to contact VFS. I am frustrated right now, I don't know what happened with my application and passport. My university starts at October 1st. I don't think I can make it to the uni this year. And my 1 year IELTS validation is also expiring. I have to go through all of this again if I have to apply next year :( Do any of you have any idea how to escalate this??

As of now:

1. I mailed to Consulate (no reply)
2. Called Consulate (no hope)
3. Called VFS (no hope, the employees just apologising)
4. Mailed VFS (under process, I don't think it'll help too:(
