Where did Shakra go?

I found Shakra in Bilewater, but I was broke and couldn't afford the map. Now she's gone, and I have no idea where she went. I've heard people say you can hit the rings in her camp in Bonebottom, but the rings have disappeared for me. Does anybody know where Shakra goes after Bilewater?
