A man said give me $100 and I will recover your channel 100%. Is it a scam?

Recently my channel was terminated unintentionally and made a post about this on X tagging TeamYouTube. And a user commented on my post that he will 100% recover your channel if you only pay $100. I guess he comments this to all of the posts about termination inquiry where TeamYouTube is tagged.

"If you give me $100, the channel recovery is 100% guaranteed" sounded like a scam to me..

I asked what is that $100 for and he said "It is for authorization". I asked "Can you explain me the method you will do for recovery" and he literally said "I cannot tell you".

Like.. it doesn't make sense. He said the recovery is 100% guaranteed without any exceptions.. What if I violated something very severe? Will he recover my channel even in that case? Will he hack YouTube?

Was he a scam? If not, I would like to apologize to him for being rude.
