I’ve been trying to think of this horror movie for over a decade now…HELP!

I remember watching it with my mom maybe when I was 10 or so. Prolly a mid to late 90s movie. Wasn’t a big or high quality movie but a sci fi channel type.

It opened with little gremlin type monsters or something outside of a ware water/garbage nuclear waste type plant. They were in dirt tunnels and part of the opening scenes had workers working at the plant on steel gate walk ways and things of that nature.
