Apple Pay added to unknown device…?

I just got a text that my Apple ID was added to an unknown device and there is a pending charge for $462.27 at an Apple store in Orlando (I’m in Utah) along with repeated failed login attempts and attempts to enable Apple Pay onto the new device.

Supposedly the charge is being held for 24 hours. There is a number to call to report if I did not initiate the activity. It’s not a toll free number, it’s unlisted in Richmond VA. I don’t want to open my banking on my phone, and there are no links to click in the text.

Is this a scam?
