This can't be normal? Can it? (relationship dynamics)

I was (involuntarily) overhearing a conversation with a couple of young ladies next to my table at Uni today on my lunch break, and they were talking about expressing emotions and whatnot. The girl apparently finds joy in venting about her day to the boyfriend, talking about her issues and feelings, and apparently she finds it frustrating that her partner offers his inputs and solutions rather than, in her words, "listening." She says venting of this sort goes on every other day or so.

Now, I know nothing about their relationship and dynamics. It was just an overheard conversation. And I get it that emotions should not be bottled up and that in certain times of crisis, one should be there for the partner and simply be a listener rather than offering solutions (if that is not what is demanded, or at least, until the strong emotions have settled down). I get all of this.

But scheduled venting? Every other day? Of constantly using your partner (or anybody for that matter) as an emotional dumping ground? Sounds selfish and unethical to me. I can imagine the poor bloke is coming home from his own studies, work, or whatever the case might be, and now he has to endure all this venting without even having a say on the matter.

At some point, if it is the same kind of venting, the same kind of issues being repeated all over again, I think any reasonable human being, man or woman, would conclude, "Okay, I get it, but now it's time to get your shit together. Here's my input..."
