Applying to jobs in other countries while holding a clearance?

What is the correct way to handle this? I currently hold a Q clearance and work at a national lab. I was wanting to apply to jobs that also require a US clearance (most likely top secret) at places like Northrop Grumman in Germany. I have also considered NATO. What is the protocol for these? What about just applying for a job abroad in Europe that doesn't require a clearance?

The countries I'm hoping to apply to are: Italy, Portugal, Spain, Germany, Austria, or Switzerland

I thought that the protocol is to notify the clearance office but I'm worried about mentioning that I am looking for other jobs (especially ones in different countries).
