When should I lower my key?

I'm about ilvl 700 and have been pushing my own key as a frost dk. My key is at +13 currently because I have timed all the runs recently and it continues to go up. At what point should I lower my keys? When will I hit a wall, either from my gear or from the delta between my key level and ilvl?
