What can be done about this

Had 2 deliveries today and sat in the parking lot for 4 hours now. A driver with Texas plates showed up recently. They have at least 2 accounts and today I witnessed them do a shop, come out and then pick up a curbside before leaving and delivering both orders. They’re constantly getting orders while many regulars wait around. My store is in a super rural community and 1800 miles away from Texas.
