Fertilizing and seeding 6a

I just got my soil test results back and the fertilizer they recommend is going to take 7-8 days to arrive. I was hoping to seed this weekend. Is it a problem to fertilize after seeding. I am applying a 16-0-16 fertilizer based on the recommendation from the soil test. Was also curious if I need an additional preemergent or anything similar in addition. I always see people using fertilizer with a pre emergent but wasn’t sure if I can/should apply a stand alone. Appreciate any thoughts!
