Reoccurring spam calls/lowered credit score from a bill already paid - USA

Hello! So, in 2024 I had filed a claim with the police and victim crime compensation fund due to my drink being drugged and requiring hospitalization. The victim crime compensation fund took care of the medical bills. 1 year later, i got the reoccurring medical bills again and notices that my credit score is dinged for not paying. I also am getting EXCESSIVE phone calls from debt collectors. I am confused how everything was resolved and now it seems like we are back to square one. I feel so harassed and overwhelmed is there any way I could press charges for the harassment? 24, F Location: USAMichigan
