Why Healthcare Industry is full of quacks ? No action taken on Quacks

I see Social media especially Instagram filled up health influencers liver expert, child expert, mental health expert none of them are doctors
Not even have a basic degree on the field just some online course from Udemy or just information from Wikipedia or whatsapp and they make shit loads of money from people why government takes no action on them ? or no medical bodies condemns them ?
