Forever Upgrade ID230356 not getting properly changed to Yearly Upgrade

Does anyone else here have the forever upgrade from 2023 with promo ID230356 and is having the issue with it not transitioning properly to yearly upgrade? I have two other lines with Forever Upgrade ID230233 and those work perfectly.

My line with this promo doesn't show "Yearly Upgrade Available" when I try to preorder the iphone 17 but it does give the correct trade in value. It's also not paying off the remaining unpaid monthly payments like it should.

If anyone has this issue were you able to fix it and how?
