Green discharge won’t go away after antibiotics

My male bichon 8 yrs old had a meibomian cyst surgically removed from his upper eyelid 3 weeks ago and has had green goop/discharge in his inner eye ever since. We tried a week of ofloxacin drops followed by a week of neo poly bac ointment and neither has helped. His eyes are not red or dry. Hes not itching it. They look normal aside from the goop.

Is it possible the surgeon cut something out on his eyelid (glands or something to do with tear duct) during the surgery that may be causing him to have this issue now? We have a follow up appt on Tuesday to do a stain for dry eye and corneal ulcer even though the surgeon didn’t see any obvious corneal issues at the follow up.
