Locked out of Wish?

So I found Garamond and Zaza in the Greymoor and I accepted their wish but for some reason when I finally fought the Moorwing they didn't show up? I've progressed very far into the game and now they're sitting in the corner of the Citadel camp with the other npcs and their wish doesn't show up in my menu anymore. Does anybody know if I'm now locked out of 100%ing the game? Will I be able to access Act 3?
