can't move after boat section of country pursuits mission in rdr2 (xbox series x version)

When i try doing the country pursuits mission, the start will go fine. But, after i get off the boat after being chased by the big ass crocodile, the top and bottom of my screen go black as if i was starting a cutscene. After this, i can't move arthur or do anything except open the pause menu. I've tried loading a save and redoing the mission but the exact same thing happens every time. Is there a way to fix this on xbox?
