Does the "Decoy" soldier skill in Peace Walker seem as bad as it does?

Does that seem as bad as it does? Does that make me more noticeable? I know the stealth suit is everyone's favorite, but i love a good classic and use camo fatigues whenever i can, unless i need to be fast.
