Confusion about Suzerain

Okay so I just started playing for the first time ever and 2 hours in and I have like every enemy possible can’t make any decisions to stop making more enemies or to blatantly solve my issues. Is this normal? Because it’s insane I have 2 hostile super powers trying to start shit with me and I can’t increase my military. My economy is in shambles and when I finally got it stable the game was like here’s a assassination attempt have fun. And my economy instantly goes unstable again and I can’t do anything to make it stable again. Like what is this? I feel like I’m talking to AI unable to do anything tangible so far.
